MASTER MODEL (MICRO-ANALYTICAL SIMULATION OF TRANSPORT, EMPLOYMENT AND RESIDENCE)

This report describes the development of a computer simulation model that can be used to investigate the impact of transport cost changes and various policy instruments on travel and locational behaviour. The major objective of the work was to develop a model to represent the relationships between transport and the location of activities, taking into account the processes of residential choice, employment choice, the associated search processes, car purchase and the travel decisions of individuals and households. A secondary objective was to produce an operational model through a rational design process by considering the best way of representing the relevant aspects of urban and transport systems. In order to meet these objectives the MASTER model (Micro-Analytical Simulation of Transport, Employment and Residence) has been developed. In the report the model development process is discussed, followed by a description of the structure of the model. In subsequent sections the following aspects of the model are discussed: calibration, data requirements, and computational aspects. The results from the model are presented in terms of an assessment of the quality of reproduction of the study area, the results of some policy tests (increasing the cost of travel by car or bus).
