MESSAGE FROM THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATOR
The National Highway Traffic Safety Administration's objectives in the area of safety, and more specifically in the area of safety belt usage are noted. NHTSA seeks to increase safety belt usage from the present level of 49% nationally to 70%. The goal was set by President Bush and NHTSA was given the responsibility of shepherding the effort. This effort requires the cooperation of a unified national safety community. NHTSA will mount a vast public awareness program that will keep the campaign in tight focus. The country's police agencies are cooperating to increase the enforcement of safety belt and child safety seat laws, a tactic of extreme value in several states where belt use already nears or exceeds 70%.
