REAUTHORIZATION OF MCSAP: OPTIONS INTENDED TO IMPROVE HIGHWAY SAFETY
This article considers various funding options regarding the size and future direction for the Motor Carrier Safety Assistance Program (MCSAP), which is now funded at roughly $48.5 million per year with federal funds. It outlines how this important highway safety initiative might expand and evolve during the next 3 years. Four different funding options, ranging between $55 million and $70 million per year for an exclusively safety-oriented program are considered in detail. The article also elaborates on challanges facing MCSAP, presents conclusions, and offers options for improving the effectiveness and efficiency of this program.
