PAVEMENT MANAGEMENT: NETWORK LEVEL AND PROJECT LEVEL
This article discusses two types of a pavement management system (PMS), each of which plays a vital role in the pavement management process. The network level provides key information on budgeting, planning, coordination with utilities, and political support. The project level involves the process of getting the work done, including selecting final projects, matching budgets, testing soils and pavement, design, and preparing bid documents.
