FREE DOWNTOWN PARKING: IT IS FEASIBLE?

The Downtown Redevelopment Board of Eugene, Oregon established free, unlimited time parking in more than 2,000 on and off-street spaces. A budget appropriation of $350,000 was voted, and the city would absorb the loss of $100,000 in parking meter revenues. Businessmen and property owners would split operating costs equally. The system required parking for bona fide customers in the CBD while controlling employee/employer parking in the facilities. The city's Traffic Engineering Division developed a system that uses daily parking surveys, computers and employee name records which are updated quarterly. Daily checks of parked cars involve marking tires and recording license plate numbers. Cars parked for more than 2 hours and belonging to employees are noted. Chronic violators are subjected to $20 citations.
