The paper describes the development of a procedure to manage and evaluate development proposals to implement the Concurrency Management Program. This program monitors the impacts pf proposed developments to determine when the impacts of a proposal exceed the acceptable level of service on the arterials affected by the project. If a project is approved, the traffic that will be generated by the project will be vested. Any development project that is submitted after the approved project must include the vested impacts of the approved project in the analysis of the new proposal.
