THE TRANSPORT SUPPLEMENTARY GRANT

The author assesses the likely effectiveness of the recently introduced transport supplementary grant and suggests that because of the inequalities in the distribution between metropolitan and rural counties, and for other reasons, the grant should be quickly merged with the existing rate support grant or at least reduced both in amount and in the marginal rate of distribution. It is suggested that the distribution of the grant favors urbanised counties at the expense of the more rural areas, and to a lesser extent, the Welsh counties are favoured more than those in England. Greater London, for example, accounts for 39 per cent of the population of England and Wales yet received 67 per cent of total money available to all counties. The author also suggests that although the preparation of the annual transportation policies and programmes documents is a useful exercise for the counties, it may result in unrealistic estimates of expenditure. /TRRL/
