TRANSPORT FOR THE 1990S: A TUC APPRAISAL OF BRITAIN'S TRANSPORT NEEDS AND OBJECTIVES

In this report, evidence is set out to show that Britain's public transport system has deteriorated, and proposals are made for modernisation in the 1990's. Section one of the report examines the overall trend for the 1980's of decline in public investment in transport. Those suffering most from low investment, deregulation, and the poor image of public transport have been special needs groups such as people with disabilities, ethnic minorities, and the elderly. In section two, analysis is made of the government's approach to transport investment. In section three, British investment appraisal techniques are examined critically and the situation compared with other european countries. Finally in section four, the trade union approach to transport investment and the requirements necessary to meet the needs and objectives of a transport system for the 1990's is examined. (TRRL)
