This chapter reviews the principles, steps and techniques employed in urban transport project appraisal, paying particular attention to the evaluation stage. Issues occuring in the course of making an appraisal study are highlighted, and matters of importance to the formulation of more appropriate approaches to transport planning for Third World cities are raised.
