WINDS OF CHANGE

The effect of the Clean Air Act on the value of real estate is discussed, and examples of possible value implications in the implementation of the Act are given. Two of the questions addressed by the examples are: (1) Who will bear the cost of cleaning the air? and (2) Who will reap the gains?
