COST-EFFECTIVENESS OF ROAD BINDERS WITH IMPROVED PERFORMANCE . 5TH CONFERENCE ON ASPHALT PAVEMENTS FOR SOUTHERN AFRICA (CAPSA 89). PROCEEDINGS HELD IN SWAZILAND, 5-9 JUNE, 1989

For new road binders to be fully accepted by the year 2000, they must have already cleared the basic research and development stage and be on the road proving their performance. In addition to performance, a critical factor in the acceptance of these new materials is cost-effectiveness. The paper proposes criteria of cost-effectiveness on the basis of discounted life-cycle costing, considering both the cost for the road authority and the end user (the public). Next, it discusses three new bituminous road paving binders that have been developed within the Shell Group world-wide and are currently being applied and monitored. The aforementioned cost-effectiveness criteria are applied and conclusions drawn regarding savings to road authorities and end users.(A) For the covering abstract of the conference see IRRD 828827.
