PUBLIC-SAFETY ISSUES IN COLLAPSE OF L'AMBIANCE PLAZA
This is a discussion of the findings of an investigation of the collapse of a partially erected structural frame of a 16-story building in Bridgeport Connecticut. The systematic failure of the practice that assures public safety in the design and construction of buildings, and the issues of public safety raised by the systems that produced them are discussed. The building structure (3 parking levels, 13 apartment levels), contract documents, construction method, structural design responsibilities, and construction-phase quality assurance are discussed. The status of construcion at time of collpase, design and construction deficiencies, and the collapse are also discused. Public safety issues are reviewed, including code provisions. Conclusions and recommendations in each of these areas are presented.
