TRANSPORTATION PROVISIONS IN THE CLEAN AIR ACT AMENDMENTS OF 1990

The article examines the key transportation-related provisions in the 1990 Clean Air Act Amendments (CAAA), and discusses how they are likely to affect ongoing transportation programs and practices. The CAAA of 1990 is discussed in perspective. Lung damage caused by air pollution is also discussed. Nationwide trends in emissions, vehicle-miles travelled (VMT) and congestion are discussed. General transportation related provisions are covered and include highway sanctions, planning procedures, VMT forecasts, transportation planning, transportation control measure documents, and report to congress. Provisions regarding ozone nonattainment areas are discsussed, as well the severity of carbon monoxide pollution areas. The conformity provisions of the CAAA are also discussed. Comments are made on the funding for the requirements of the Act, the enhancement of congestion abatement efforts to achieve emission reductions, and the impact of the Act on health and transportation activities.
