TRANSPORTATION AND WORLD DEVELOPMENT
This paper considers several ways of anticipating world transport needs and accelerating completion of the world's transport system. The needs for improved transport are especially urgent in the Third World, where more aid is needed, particularly for roads and road transport, and methods of assistance need to be changed. There could be international cooperation through joint ventures and management contracts for operating airlines, trucking companies, urban transit systems, intercity bus lines, and systems of intermodal freight transport. If the shortage of resources could be overcome, the following strategies could help the developing countries: (1) sustained maintenance of useful investments already made; (2) economic efficiency and the avoidance of waste; (3) the application of innovative technological approaches to eliminate physically obsolete methods. Promising solutions may be found by attacking conditions that generate traffic and reducing some types of transport demand; they include: (1) road pricing; (2) decentralisation; (3) improved telecommunications. The author advocates the establishment of a United Nations Institute for Transportation and Economic Development (UNITED), to be responsible for a continuing assessment of world transport problems, conditions and requirements.
