HIGHWAY MAINTENANCE IN HONG KONG

This paper outlines the normal operations and procedures for road surface maintenance in Hong Kong. It discusses: (1) highway maintenance organisation and operation; (2) immediate repairs to potholes; (3) repairs to small areas of road pavement; (4) resurfacing of high speed roads. All roads in Hong Kong are paved, mostly with bituminous materials. The existing pavement surface maintenance approaches have been working well and can keep all the roads very serviceable. However, the decision making and execution of road maintenance have not been unified, because the whole Hong Kong territory has three separate highway maintenance divisions, for: (1) Hong Kong Island; (2) Kowloon; (3) the New Territories. In future, the three divisions will be unified into a single decision making body, which will be in charge of all road maintenance works and assess the requirements for road maintenance throughout Hong Kong. The Maintenance Assessment, Rating and Costing for Highways (MARCH) System, which was developed by local authorities in the UK, will be adapted as a tool for the assessment and justification of maintenance required in the near future.
