ENFORCEMENT ACTIVITIES IN NORTHERN VIRGINIA. FOURTH NATIONAL HIGH-OCCUPANCY VEHICLE (HOV) FACILITIES CONFERENCE, CONFERENCE PROCEEDINGS, WASHINGTON, D.C., APRIL 10-12, 1990
This conference presentation briefly reviews the types of high-occupancy vehicle (HOV) facilities in northern Virginia and describes enforcement activities on each. There are three types: the I-95 HOV facility with an HOV lane in the peak-direction during the peak-period; the I-395, or Shirley Highway, with two barrier separated reversible HOV lanes located in the median of the freeway; and the I-66 HOV facility with a 10-mile segment reserved for HOVs during the peak-hour in the peak-direction. On the I-95 HOV facility enforcement is a problem because there is no room for enforcement activities along most of the diamond lane length. There are only a few spots with adequate room to pull violators over. The I-395 HOV facility experiences a much lower violation rate than the I-95 HOV facility due to both the barrier separation and shoulders which provide space for enforcement activities. The I-66 HOV facility experiences violation rates close to those of the I-95 HOV facility, although there are good enforcement areas on I-66. The problem is that there is no easy way to measure what percent of the violators may be exceptions going to Dulles Airport. Enforcement activities discussed include northern Virginia's HERO program, which is modeled after the program in Seattle, and the ticket by mail program. The HERO program involves the reporting of violators by motorists and has resulted in the successful lowering of violation rates. The ticket by mail program has reduced violation rates while not interrupting traffic flow as much as with other enforcement methods and has enhanced the safety of the police officer and the motorist.
