NORTHERN VIRGINIA SUB-REGIONAL PLAN. FOURTH NATIONAL HIGH-OCCUPANCY VEHICLE (HOV) FACILITIES CONFERENCE, CONFERENCE PROCEEDINGS, WASHINGTON, D.C., APRIL 10-12, 1990

This conference presentation focuses on the development of the sub-regional planning process in Virginia, with specific references to the role of High-Occupancy Vehicle (HOV) facilities. A variety of alternatives and options to handle anticipated growth were examined. Two future year time horizons were examined: 1995 and 2010. The 1995 system includes all the projects currently committed. Several different 2010 alternative systems were examined. Among the elements of the recommended 2010 plan are an HOV and transit system grid; increases in rail service; an increase in bus service, with express service to utilize HOV lanes; a variety of new highway projects; and transportation system management measures. The number of miles of HOV lanes in the recommended plan is a 500% increase over existing services. Approximately $4 billion of the $7 billion total cost of the recommended plan (in 1988 dollars) is for HOV facilities and transit improvements.
