ALTERNATIVES TO PUBLIC DATA SOURCES. PROCEEDINGS OF THE SPECIAL CONFERENCE ON FREIGHT TRANSPORTATION DATA: THE CHANGING FEDERAL ROLE SINCE DEREGULATION
