FINANCIAL MANAGEMENT AS TOOL FOR MANAGEMENT DEVELOPMENT OF ENGINEERS

The paper describes performance budgeting. a technique that is helping engineers develop as managers by encouraging their active involvement in key decision-making areas linked to the financial implications of engineering operations. At the National Water Supply and Drainage Board, Sri Lanka, engineers as line managers are held responsible for preparing and managing the operations budget. The results of this approach show that the Sri Lanka authority is being managed much more cost effectively with actual expenditures being less than two percent above budget compared to 12% prior to the introduction of this technique. The paper summarizes various training approaches, and emphasizes the importance of management upgrading in the context of the overall development of the institution.
