MINNESOTA DEVELOPS A QUALITY PROGRAM: MN/DOT'S QIP PROGRAM; DEVELOPMENT OF QUALITY MANAGEMENT IN MINNESOTA
Identifying and measuring quality in hot mix asphalt by the Minnesota Department of Transportation and the Minnesota Asphalt Pavement Association are described. The philosophy behind this effort and the development of the process are described in this article. The MnDOT's strategic plan for identifying major issues facing the department is described. It has adopted the 14 fundamental teachings of Dr W. Edward Deming to make quality improvement a part of everyday work. The philosophy focuses on meeting customer needs, whether they be external or internal to the organization. Points to focus on when putting such a program together are noted. A 'Merit Award' program initiated by the MnDOT is also noted. A Quality Improvement Committee identified the performance of full-depth pavements and suggested a course of corrective action. A Task Force was charged with the goal of developing and implementing a quality management program to assure construction of qualithy asphalt pavements. A consultant was hired, and a seminar was conducted. The Task Force made use of information from other states to help develop its program.
