TRANSPORTATION IN THE 1990S: A HISTORICAL JUNCTURE

The article notes that the transportation profession is entering a historical juncture, and that it will face challenges that will test its managerial and technical capabilities. The curent budgetary deficits will shift the burden of correcting the problems of underinvestment in the transportation infrastructure to state and local governments. The need is indicated for an overall program to treat traffic congestion involving a number of different strategies: traffic management, demand management, new highways, new transit, and land-use controls. Transportation organizations should continually monitor the highway system for problem locations and implement appropriate remedial measures. There is a need for a real-time coordinated response to the large variety of situations that adversely affect traffic flow and hence congestion on a nonrecurring temporary basis. The application of advanced technologies will be a major challenge to transportation organizations during the 1990s.
