IMPACTS OF HIGHWAY BYPASSES ON WISCONSIN COMMUNITIES. TECHNICAL SUMMARY

In April 1988, the Wisconsin Department of Transportation surveyed 133 civic and business leaders in six communities where highway bypasses have been in place for several years to determine the perceived impacts of a bypass on the local economic base, traffic conditions and community planning. The technical details of the results of this survey effort are presented in this report. The objective of the survey was to solicit "expert opinion", not hard data. No attempt was made to perform a rigirous statistical comparison of changes in the socio-economic profiles of the case study communities before and since the bypasses were built. There was an overall 86% survey response rate (133 out of 155), with the response rate for each community ranging from 82% to 89%. Some of the survey questions related to the following: number of jobs; property tax base; traffic congestion on old highway; on-street parking on old highway; pedestrian safety on old highway; large truck traffic on old highway; kinds of businesses located on old highway; profitability of businesses on old highway; and quality of life for people living along old highway.
