SAFETY AND SECURITY IN PRIVATE SECTOR HOUSING SCHEMES. A STUDY OF LAYOUT DESIGN CONSIDERATIONS
In this report, a study to investigate safety from traffic and security from crime and vandalism in private sector housing estates is described. The study was based on the Woosehill area on the outskirts of Wokingham, Berkshire. A comparison is made between estates built before and after the publication of Design Bulletin 32 entitled Residential roads and footpaths: layout considerations' produced by the Department of the Environment and Department of Transport (see IRRD 227802). Section two of the report describes the six zones selected for study. Questionnaires were distributed to 1395 households, and 58% completed forms were used in the study. Fieldwork was undertaken in April and May 1988. Section three presents findings on residents overall levels of satisfaction, general likes and dislikes and suggestions made for improving the estate. Conclusions are drawn and recommendations made with regard to the visual character of estates for the design of distributor and collector roads. Section four presents findings on injury accidents reported to the police and accidents and near misses cited by residents in response to the questionnaire. Recommendations are made concerning measures to reduce vehicle speeds on residential roads. In section five, residents' perceptions of traffic nuisance, and safety for pedestrians and drivers are discussed. Types of crime and vandalism occurring in the area are discussed in section six, and recommendations made to decrease levels in certain areas. The questionnaire form used is included as an appendix.
