BEHAVIOURAL ADAPTATIONS TO CHANGES IN THE ROAD TRANSPORT SYSTEM
The report was prepared by an International Scientific Expert Group of the OECD Road Transport Research Programme. The study started in September 1987 and its aim was to review safety issues related to behavioural adaption which may occur following the introduction of safety improvements to the road transport system. The report is organised in eight chapters : 1. Introduction, 2. Definitions and Issues, 3. Highway Safety, 4. Vehicle Safety, 5. Education and Enforcement, 6. Review of Theoretical Literature, 7. Methodological Issues, 8. Conclusions and Recommendations. It provides an evaluation of theories and models of driver behaviour as well as explanations on the effects of behavioural adaptation on the efficiency of road safety programmes. Practical recommendations are developed to provide concrete guidelines for road safety administrators, programme planners and researchers, and to stimulate new research on road user behaviour.
