TRANSIT DEVELOPMENT IN EUROPE: A PERSONAL VIEW

The European attitude and approach to transit development are discussed, compared with American conditions, and lessons drawn from the European experience are highlighted. Comparative conditions in the two continents are described and the planning approach is outlined. The organizational and institutional framework is examined. The service environment and safety aspects of transportation planning are reviewed. The European emphasis on the use of technology (different from ours) is noted, and comments are made on the steps to control automobile traffic in downtown centers. Principles of planning, management, financing and incremental planning in systems development are reviewed, and European marketing approaches are noted.
