AN EVALUATION OF COUNCILS ON AGING DIAL-A-RIDE SYSTEMS IN MASSACHUSETTS
Councils On Aging in some Massachusetts communities have set up dial-a-ride systems for the elderly and the handicapped. The purpose of this research was to evaluate how well these demand responsive systems work. Several different communities were compared. The evaluation included a study of each system's productivity, measured by passenger trips per vehicle hour, its cost per vehicle hour and the quality of service. It was found that the dial-a-ride's productivity is not as high as that for public transit but the costs involved are much lower. The latter was due largely to the reliance on volunteer workers.
