TRAILER TASK FORCE. FINAL REPORT

Following concern over the annual test failure rate for trailers in the Vehicle Inspectorate Executive Agency (VIEA) annual report for 1987/88, the Trailer Task Force was set up to review current heavy goods vehicle (HGV) trailer condition and to assess the likely and future trends and prospects in the market for trailer manufacture, leasing and operation; also to identify issues that need to be addressed including those with implications for international and national regulations, certification and testing. An interim report was issued in May 1989 and is appended here. The final report looks at the current and future nature of HGV operation, the effect of the Single European Market and the proposed European Community Whole Vehicle Type Approval (ECWVTA), harmonization of increased weight and dimensions of HGVs in international traffic, the Channel Tunnel, Roll on/Roll off ferries (Ro-Ro), technological developments and future prospects. The interim report contains recommendation for improvements to the annual test.
