THE SURFACE EFFECT SHIP IN THE AMERICAN MERCHANT MARINE. PART 4 - FINAL REPORT

The report contains the results of a study of the prerequisites of the Program Definition Phase of the Captured Air Bubble (CAB) Surface Effect Ship Development Program. In summary, these prerequisites include determining whether most basic components of the proposed ship are in existence, so that there will not have to be a great deal of experimental work during the development; whether the best technical approach has been selected through trade-off analyses; identifying operational characteristics, and whether cost-effectiveness bears a favorable relationship to that for competing systems when based on realistic costs and schedules. To answer these questions, the report presents the research, studies and analyses carried out to determine the technical and economic feasibility of oceangoing CAB ships. The techniques used included cost-effectiveness methodologies which present a rational basis for judging the value of proposed investments, as well as preliminary engineering design studies in certain critical areas.
