This document is an element in the procedure which began with the publication of the Dutch government's transport proposals at the end of 1988. This paper is a policy statement submitted to the Parliament on behalf of the Minister of Transportt and Public Works and the Minister of Housing, Physical Planning and the Environment. It is issued simultaneously with the National Plan for Environment. The two documents present an integrated position on the relationship between transport and environment.
