TRANSPORT FOR DISABLED PEOPLE: A REVIEW OF PROVISIONS AND STANDARDS FOR JOURNEY PLANNING AND PEDESTRIAN ACCESS

This third major report of the European Conference of Ministers of Transport (ECMT) Working Group on Transport for Disabled People looks at the provision of information systems and communication services for elderly and disabled people, both before and during journeys, and at access standards and facilities for disabled people as pedestrians and wheelchair users. The study is based on "mobility handicap" in a functional sense and stresses throughout the significant proportion of the population (between 10 and 12%) of each ECMT member country that has some kind of disability. In addition, there are large numbers of people encumbered with shopping, luggage, small children and so on who also have a mobility handicap, and an increasing trend towards an aging population throughout Western Europe. The report is based on data collected through questionnaires circulated to all member countries. The report is organized as follows: Foreword; Chapter 1 - Introduction, Summary of Findings and Resolution of Ministers; INFORMATION AND COMMUNICATIONS -- Chapter 2 - Legislative Framework, Chapter 3 - Before the Journey, Chapter 4 - During the Journey, Chapter 5 - In Case of Emergency, and Chapter 6 - The Disabled Motorist; and ACCESS FOR PEDESTRIANS -- Chapter 7 - Access to Buildings, Chapter 8 - Street Design, and Chapter 9 - Pedestrianisation and Space Sharing.
