GASOLINE AND CLEAN AIR - GOOD NEWS, BETTER NEWS, AND A WARNING
John G. McDonald presents his perspective on the problem of air qualityy and the attempts of the oil industry to address this problem; he then moves to discuss how these elements are pertinent to the Clean Air Act currently in legislation. He focusses his views on the "three main areas of current concern": air toxics, carbon monoxide and ozone, or smog. McDonald points out that cars today are more environmentally safe than those of six years ago, and informs his audience that the Auto/Oil Industry Research program is conducting research to arrive at reformulated gasolines which will further reduce emissions. Nonetheless, he warns against hasty action, advocating a cautious and mediated approach to any change in current standards. Methanol as an alternative fuel, for example, may pose hidden hazards and the costs of implementation will inevitably affect the consumer; advocation of its use should therefore be considered carefully. In referring to legislative control, McDonald admits that reductions in emissions are necessary, but suggests that governnmental regulation should consist of "tail-pipe performance standards" and allow oil industries to establish their own fuel specifications.
