In the Federal Republic of Germany a vehicle driver can counteract the suspicion of a traffic offence committed by him but only established by an automatic supervisory installation by formal filing of a suit. In particular the naming for the court of a person who cannot be reached (for example a foreigner from overseas) usually leads to difficulties in obtaining proofs.
