WHO ARE THE DRINKING DRIVERS? THE SPECTRUM OF DRINKING DRIVERS REVISITED
The author divides drinking drivers into three subcategories: "The Quick". drinking drivers who have never been arrested; "The Caught", those motorists arrested and convicted of DUI; "The Dead", fatalities with positive BACs. These three subcategories are examined in relation to changes in labeling of alcohol-impaired drivers, increasingly precise differentiation between types of drinking drivers, literature on non-roadside surveys, and relevant case/control or non-case/control studies of roadside surveys. Emphasizing that the population of drinking drivers exists along a continuum, the author criticizes the dichotomous aspect of BAC legal thresholds used as gauge for "safe" driving. He also evaluates the efficacy and results of such programs and studies as ASAP, the Mortimer-Filkins questionnaire, multivariate analysis, data sources (including official records, roadside research surveys and personal interviews), and specific studies, both comparative and isolated, on the three subcategories of drinking drivers.
