TRANSPORT POLICY, THE REPORT OF A STUDY GROUP

This report discusses the two main topical issues of energy and the environment. One chapter, entitled "Local Transport Policy" is concerned with recent developments following local government reorganization. Chapter 4 describes freight transport with particular reference to the need for re-nationalization of road haulage, and extension of public ownership in the road haulage industry under the auspices of the National Freight Corporation. Chapter 5, on roads and road finance, examines methods which could be used to bring taxation for road users into line with the costs of providing the road system, and a chapter on railways analyses the basic financial dilemma facing the railways. Other chapters discuss the history and future of air services, buses and ports. The final chapter is concerned with coordination and integration and stresses the need for freight transport to be coordinated by a new national transport authority which would be responsible for many functions currently carried out by the DOE. /TRRL/
