PAST AND FUTURE OF CONTRACT ADMINISTRATION
Past and current contract administration activities have been and are unsatisfactory. In particular, relationships between the parties have deteriorated over the past 10 to 15 yr. This trend must be reversed. Engineers, individually and as a group, must participate to a much greater degree than in the past in solving the problems. The existing situation and its historical background, and problems that require study and resolution are examined. /ASCE/
