ADVANCE TRANSPORTATION SYSTEM DEVELOPMENT (ATSD). FY 1988-89 DEMONSTRATION PROGRAM

The 1988 California Budget Act requires the Department of Transportation to submit to the Legislature by December 31, 1989, a report evaluating the cost-effectiveness of a two-year demonstration project for Advance Transportation System Development (ATSD). This report fulfills that requirement and is a one-time evaluation of the project in its first year. The Department proposed the ATSD program in response to concerns over population growth, congestion and perceived delays in private development. The program is designed to build transportation planning partnerships with local officials and the private sector leading to complementary transportation and land use development. During its first half-year, the demonstration program proved to be popular and cost-effective. The strategy was expanded from the original four geographic areas of high growth to include four non-demonstration areas where rapid development is occurring. In the first 12 months of the ATSD demonstration program in the four original geographic areas, the Department shows benefits of at least $104.5 million. Costs have been only $434,000. Future savings in other areas are estimated to be at least $520 million.
