FINANCIAL IMPACT OF HEAVY TRUCKS ON DELAWARE HIGHWAYS

Two questions are addressed: (1) are Delaware's total state road user revenues appropriate for the rate of pavement deterioration, causing eventual maintenance and rehabilitation costs, and (2) are road user revenues proportioned equitably among various weights of vehicles according to pavement damage which they cause? Axle load equivalency charts are prepared from AASHTO 1986 Design Guide equations MM.1 to MM.6 to relate the damage of rigid and flexible pavements by single, tandem and triple axle loads from 2 to 90 kips. Tables compare Delaware user charges with those of other states, and compare the charges for various vehicle weights in Delaware.
