MAKING MINNEAPOLIS WORK
Like most other cities Minneapolis has been shaped by its transportation. A recently completed plan has come up with a way which might, for an estimated $800 million, contain the auto and give the city back to the people who use it. "Metro Center '85" suggests a ring road circling the central business district, parking garages located near this road, and a central district free from automobiles. This article reviews projects currently under way: updating the parkways; the IDS Center; Cedar Riverside, a new-town-in-town; Loring Greenway to connect with a Nicollet Mall extension; and St. Anthony Falls area rehabilitation. /HRIS/
