BEYOND THE HORIZON: THE FUTURE OF THE NATION'S AIR TRANSPORTATION SYSTEM, 1988-2020

This AASHTO Report provides background information for use by the Association and others in the development of national aviation programs and policies. The report was prepared by the Standing Committee on Aviation as part of AASHTO's Transportation 2020 Concensus transportation program. Estimates are presented of the aviation system needs by categories that include airports, ground access and the air traffic control system. These forecasts are based on Federal Aviation Administration projections through the year 2000. System needs beyond 2000 are estimated based on the best available trends. Chapter I inventories the air transportation system and presents detailed information on airports, aircraft and pilots, air travel, air space operations, and surface transportation. Chapters II through VIII discuss aviation safety, aviation security, airport capacity, surface access, environmental concerns, the role of governments in aviation, and the economic impacts of aviation, respectively. Chapter IX identifies the role of technological advancements and discusses possible future benefits. Chapter X discusses air cargo activities. Chapter XI, the final chapter, identifies current system investments and discusses the trust fund concept and user fees.
