THE EFFECT OF IVHS LIABILITY ISSUES ON INTERGOVERNMENTAL COOPERATION

This paper focuses first on the nature and extent of Intelligent Vehicle Highway System (IVHS) liability exposure as it will impact state and local highway agencies. It then examines the highway risk management program of the Road Commission for Oakland County, Michigan, and the cooperative intergovernmental efforts that road commissions in Michigan have been involved in to resolve issues arising out of multiple highway jurisdiction. The impact of IVHS traffic management technology is then assessed against the historic background of cooperation among governmental, highway and road agencies.
