INTERGOVERNMENTAL DIFFERENCES IN SUBURBAN CONGESTION POLICY
The paper discusses intergovernmental conflicts in planning strategies to alleviate suburban congestion in the Boston metropolitan area. The authors offer recommendations which may be followed so none of the conflicting areas suffer from loss of revenue or unmanageable traffic volumes.
