ROAD SAFETY ASPECTS OF MAINTENANCE, CLEANSING AND ROAD HEATING

Summer road maintenance usually poses no major difficulties, apart from repairs to roads damaged by frost. Gravel surfaces are graded and dust kept down by application of hygroscopic salts. Asphalt surfaces are patched or resurfaced. Drains and gulleys must be kept clear. Safety barriers and road signs must be erected and maintained. Vegetation must be kept under control to prevent obstruction. Cleansing of the road contributes to safety. Good street lighting cuts accidents by 30%. All important traffic signs should be illuminated. Winter maintenance, especially in towns, is more difficult. Street widths are insufficient for storage of snow, and it must therefore be removed. In winter, traffic space is cut, roadholding is worse, visibility is reduced, markings are obliterated. Measures taken are application of salt, ploughing, clearing of bus stops and pedestrian crossings, removal of slush and snow banks, and application of sand. Road heating in areas with district heating is an economical way of snow clearance; in vaesteraas, annual heating costs are skr. 9/M2 while winter maintenance costs skr. 6/m2. Traffic safety is improved; it is estimated that the cost of half the accidents which can be prevented by heating pays for the cost of heating. /TRRL/
