URBAN POLICIES AND THE MOTOR CAR
The motor car, it is argued, is an integral part of more complex interlocking social systems. The motor car is one of a number of cumulative and mutually sustaining innovations which are together turning countries the size of Britain into a single urban system, which is accompanied by a process of culture urbanisation. The role of the motor car in social change is thus seen as a major constraint on policy-makers. It is argued that the major physical problems of the motor car are capable of solution, but the major difficulties concern distributive questions: the conflicts over the costs and benefits of urban (and also rural) policies.
