CHANGES IN MOTOR INSURANCE CLAIMS AFTER THE INTRODUCTION OF THE FUEL SAVING LAWS
Although facts and figures are not available from the insurance industry as a whole, a representative sample is used to compare the incidence of claims for the relative periods of 1972, 1973 and 1974, that is, before and after the fuel-saving laws were introduced on 14 November, 1973. The incidence of claims over weekends and holidays for the period before and after 25 January, 1974 when the lower speed limit was raised, is also compared. The same relative sample is used to compare the repair costs of damaged vehicles both in the private car sector and the commercial vehicle or transport sector, allowing for the effect of inflation on wages and imported material. In view of the decreased severity of accidents in general there is an improvement in the economic wastage position of the country with regard to local and imported material. One of the most important savings, of course, is in respect of manpower, as there are not so many deaths, or injuries which keep people away from work. The restriction of petrol sales has had an obvious effect on road safety because of the reductions in the numbers of long distance travellers, but probably not as much as the lowering of the upper speed limits. (a) this paper was presented at the 1974 Symposium on "the Impact of Fuel Saving Laws on Road Safety," held in Pretoria, South Africa. The covering abstract for the symposium is IRRD abstract no. 213021. /TRRL/
