USED OIL LAW IN THE UNITED STATES AND EUROPE
This report briefly reviews existing information on the collection and disposal of used automotive and industrial oils and on the potential health risks of improper disposal of such oils. Provisions of federal law governing disposal of used oils are analyzed. The history of federal taxations of lubricating oils is recounted, as is that of Federal requirements for labeling products made from used oils. State laws regulating used oil disposal and reprocessed oil labeling are analyzed and the laws (and/or proposed laws) of several other industrialized nations governing used oil collection and disposal are described. The elements of a comprehensive program for regulating use oil collection and disposal and alternative means for implementing and funding such a program are discussed. Recent Congressional bills relating to used oils are examined.
