PLANNING PROCEDURES: RECENT EXPERIENCE AND DEVELOPMENTS IN ANALYTICAL TECHNIQUES
This paper is concerned with the extent to which transport investment and control is within the planning process. Control of physical development is a principal weapon of planning and highway authorities, but it is not a complete package for regulating the car. Current financial arrangements, and legal conditions mean that regulation of street space (by parking controls, traffic management and bus priority measures) is the only means of regulation available to planning authorities. Analytical techniques for forecasting and modelling and the relationship between land use planning and transport planning are discussed. The concluding section emphasises the need to plan for pedestrian movement. The number of the covering abstract of the textbook is IRRD Abstract No. 212297. /TRRL/
