MARITIME ADMINISTRATION MAINTENANCE AND RELIABILITY PROGRAM. VOLUME 1. SUMMARY AND RECOMMENDATIONS

Research performed toward developing a Maritime Administration Maintenance and Reliability Program for merchant ships is described in a series of four volumes. Briefly, the nature of the problem is described as one of economics (excessive merchant ship total construction and operational costs) and a previous lack of information and techniques adequate for achieving significant improvements. The approach selected involves the use of operations research and systems analysis techniques together with maintainability and reliability technology to provide a basis for reducing operating costs. The report primarily emphasizes maintenance and reliability aspects and underscores the urgent need for well-developed planned maintenance systems; systematic, fleetwide maintenance and reliability data collection and analysis; and an integrated data management system. Volume 1 discusses the problem and the general approach, presents general and specific recommendations, and summarizes the general results as well as selected specific results. Included is a preliminary characterization of shipboard maintenance frequency and manhours at sea as well as ship-system maintenance shore costs and a limited comparison with Navy experience.
