ISSUES FOR IMPLEMENTING DISAGGREGATE TRAVEL DEMAND MODELS
This paper discusses a number of technical and administrative issues which must be addressed for the efficient implementation of disaggregate travel demand models in transportation planning. The most serious technical constraints hindering implementation are seen as the availability of computer programs for model development, and agency skills in operating and understanding disaggregate techniques. The availability of data sets is not considered to be a serious problem. Administrative constraints to implementation include prior investments in demand forecasting procedures and agency commitments to forecasts made thereform, priority use of scarce staff resources, and local level use of difficult-to-understand techniques. To expediture implementation, it is recommended that demonstrations of the applicability of these techniques be prepared, which place emphasis on the relative advantages and disadvantages of these procedures against conventional tools. Such demonstrations should be carried out within typical agency constraints. Appropriate individuals within agencies must be contacted and included in the demonstration's conduct. In conducting the demonstration, researchers must be prepared to sacrifice certain elements of theory for practical application. Federal-level initiation of training programs to assist local staff in understanding and using these techniques is seen as essential. Activities in training should be developed jointly with model developers, computer specialists, and federal sponsors. /Author/
