FEDERAL POLICY FOR UNITED STATES PORTS

The statements and directives of the U.S. Government bearing on U.S. ports are identified and areas of conflicting or absent jurisdiction are noted. Congressional legislation has been constant in objective, i.e., ...promoting, encouraging, and developing ports and transportation facilities....but varying in thrust as the balance of economic power and national defense requirements have shifted. In all, 24 Federal organizational units were found to have policy implementing and operational authority in the port function. Executive branch policy was found to be more cohesive than congressional policy, but to a large extent unimplemented. Significant responsibility has been vested in the military departments. Redundant authority was noted. Non-Federal activity, i.e., state, local, and private, was found to be less than both the Congress and the executive branch desire. Within the framework of existing policy, authority to conduct comprehensive and integrated port planning and development was noted. Coordinated activities by several Federal agencies would be required.
