STATISTICAL DECISION THEORY AS A FRAMEWORK FOR SELECTING A TRANSPORTATION STUDY DESIGN

In transportation planning uncertainty with respect to the consequences of the transportation plans is not taken into account explicitly. Furthermore any formal relation between the characteristics of the transportation study and the decisions it has to support is lacking. Statistical decision theory (sdt) is investigated because it seems capable of providing for both of these missing qualities. First the principles of sdt are explained using an example. Then an analysis of the applicability of sdt to the transportation planning context follows. It is concluded that several factors prevent a meaningful application. /TRRL/
